Provincial Executive Meeting Summaries
Saturday, September 18, 1999
The meeting was called to order at 9:10 a.m. by President MacLennan.
This meeting was held at the Justice Staff College as AUPE Headquarters
is under renovation.
New PE members A. Davis from Local 109 and P. Footz from Local 057 were
introduced.
The President highlighted portions of his report and made some changes
and additions to his itinerary which is always printed.
Policy 3-2 - Education was amended as portions dealing with Secondments
were in violation of the USWA 9302 Collective Agreement.
Adrien Tremblay, former Local 008 and Make Lauer, Local 042 were granted
Life Memberships.
The President advised that a hearty endorsement had been given by the
Executive Committee to extend an invitation to the National Union to hold
their next Convention in Calgary, Alberta.
As well, the President advised that B. Hargrove, President, CAW had tentatively
agreed to speak at Convention '99.
Some motions under the Women's Committee dealing with financial issues
were referred to the Finance Committee.
A major portion of the meeting dealt with the merger with AUPE of the
Canadian Health Care Guild and legal counsel and auditors were in attendance
to answer any and all questions. As well, the President of the staff union,
USWA 9302 was present representing his members. A motion to approve the
circulated Merger Agreement between AUPE and the Guild as presented was
carried unanimously.
The Finance Committee presented a draft Audited Financial Statement.
Policy 5-6 dealing with the Contingency Reserve was amended to allow 1%
of Dues Revenue be budgeted toward the Contingency Reserve. As well, the
1999/2000 Audited Financial Statement was forwarded to the 23rd Annual
Convention.
Any interest earned by the Defense and Contingency Fund Reserves be reflected
as an increase and accrued to those accounts.
In the event that the AUPE and Canadian Health Care Guild merge, the
Executive Secretary-Treasurer is to prepare a revised budget for furtherance
to Convention.
Under the Membership Services portion of the Report, Harold Butler (Local
071) and Ken Cutrell (Local 003) were granted Life Memberships in AUPE.
The Legislative Committee advised that since their request from PE on
dealing with the issue on criteria for establishing, merging, etc. of
Locals, Chapters and Area Councils; the Committee had received two responses.
This motion was referred back to the Legislative Committee to develop
criteria.
Vice-President' Smith's hard work on the Executive, PE and the Union
was acknowledged as he is not seeking re-election.
The next meeting is scheduled for the evening before Convention commences.
