Provincial Executive Meeting Summaries

The meeting was called to order at 9:00 a.m. by President MacLennan and PE alternates, R. Kowalik, Local 012 and D. Smith, Local 118.

The January 22 Minutes had a tabled motion to the next Provincial Executive meeting with respect to the placement of Alberta Pensions Administration members into Local 118. President MacLennan indicated that he attended a membership meeting with these members regarding their bargaining. Further discussions on this issue to occur at the Executive Committee Retreat.

The President advised that the Executive Committee had received a request from Local 2424 members in the Wabasca/Desmarais and Slave Lake areas to be moved back into Chapter 009 and this would be done.

A motion was passed to increase the kilometer rate from 25 cents to 30 cents per kilometer effective March 18, 2000.

An assessment will be completed on the Calgary AUPE building and information regarding this issue will be at the next meeting.

A question was raised as to the issue of rebates being referred back to the Finance Committee. Executive Secretary-Treasurer Mardell advised this was discussed at the recent Treasurer's Seminar and a policy will be established that upon becoming a treasurer and being bonded, cheques will be released.

With respect to a motion from Convention on moving AUPE accounts to the Alberta Treasury Branch. Brother Mardell indicated that the Committee was in the process of reviewing/comparing documents between the current accounts at the Toronto Dominion Bank and the cost of transferring these to the Alberta Treasury Branch.

The AUPE Vice-Presidents to the Alberta Federation of Labour were directed to move and support a motion that an amount of money in increased affiliation fees go to the Friends of Medicare.

Rationale: President MacLennan and Secretary-Treasurer Mardell confirmed AUPE had increased it's affiliation fees by over $60,000 per year. This would have been quite likely unbudgeted by the AFL as it was a result of the Guild merger and subsequent growth in our membership.

AUPE donated $500. to the Kid's Cancer Care Foundation in support of the fundraising effort of AUPE members and that we challenge the Alberta Federation of Labour and all its affiliates to meet or beat our donation.
Life Membership be granted to Syed Haq, Local 038.

A 2nd draft of proposed Criteria for the Establishment, Merger, Amalgamation, Dissolution or Division of Locals, Chapters and Area Councils was attached to the Legislative Report. The Legislative Committee is awaiting responses, changes, proposals, etc. This criteria will also be going to the Local Chairs and should be distributed through PE and brought back to PE's next retreat.
Sister Yvonne Schmitz, Local 006, was congratulated for receiving the International Women's Day Award.
Vice-President Falkiner circulated a petition against Bill 11 and asked that everybody sign the petitions and return them. As well, everyone is to fax their MLA and MP in opposition to Bill 11.
The Calgary Herald strikers usually picket about noon and then 8:30 PM until early morning. Everyone is encouraged to walk the picket line with them.

The next meeting is scheduled for May 13, 2000 in Calgary, Alberta. The location to be determined.
