Provincial Executive Meeting Summaries
March 10, 2001
The meeting was called to order at 9:02 a.m. with President MacLennan
in the Chair.
The Agenda for the meeting was amended to encompass a report on CUPE
and the National Union issues following a meeting of the National Union's
Executive Board Meeting the previous day.
The Provincial Executive was referred to a motion arising from the Executive
Committee Minutes 'That AUPE commence an organizing drive for all Capital
Care employees'. Capital Care has employees in auxiliary nursing and support
of which approximately 800 are members of AUPE and approximately 1000
are members of the Canadian Union of Public Employees. This means that
two Unions, AUPE and CUPE, represent most workers with the same employer
and in some cases doing similar work. This situation causes difficulty
in bargaining and hurts the interests of both Unions and the members are
clearly being hurt in bargaining. AUPE had sought to use the justification
article in the CLC Constitution in this situation (AUPE had for the past
number of months and years had referred these members back to CUPE). A
large number of CUPE members have been calling AUPE asking to join their
co-workers as members of AUPE. AUPE has applied for certification for
all Capital Care sites to replace CUPE and Labour Relations Board hearings
are scheduled. AUPE had originally urged members to remain with CUPE.
When it became apparent that these members would be leaving CUPE and had
already begun circulating decertification petitions, a decision was made
by the Executive Committee.
NUPGE subsequently called a National Executive Board meeting the discuss
the AUPE/CUPE dispute. Their question to AUPE was:
Will you give us an assurance that you will cease any further actions
with respect to applying for CUPE members, without getting the explicit
approval of the National Union?
Be it further resolved:
That in the absence of a commitment from AUPE that it take no further
actions against CUPE Alberta the NEB suspends AUPE from the National Union
as provided for under Article X, Sec 19(2) of the National Union Constitution.
Much discussion ensued with respect to the effects of an imposed suspension
and what this would encompass if AUPE did not abide by the above statement.
Further, the National Executive Board advised that the NUPGE Convention
would probably not be held in Calgary if AUPE was suspended, although
this decision was not firm at this time.
The following Motion was made by PE:
That AUPE give NUPGE an assurance that AUPE will cease any further actions
with respect to applying for CUPE members, without getting the explicit
approval of the National Union.
This Motion was defeated by roll call vote.
A motion to hold Convention 2001 at the Ramada Inn and Conference Centre/Edmonton
Inn on October 25, 26 and 27, 2001 was ratified.
A General Services' negotiator for bargaining will be selected in the
coming weeks.
AUPE has gained new members from the Lamont Health Care Centre.
New staff appointments were announced.
Under the business of the Finance Committee; a motion passed to amend
Policy 4-6 to include $100.00 per month RRSP for the Vice-Presidents effective
April 1, 2001.
Policy 5-17 was amended to the increase the kilometer rate from 30 cents
to 35 cents per kilometer.
A further motion passed to pay off the mortgage for the AUPE Headquarters'
building.
The Merger Monitoring Committee forward a number of motions through the
Finance Committee for adoption by the Provincial Executive one being that
Local 2424 dues be reduced from 1.50% of basic salary to 1.25% of basic
salary on or about April 15, 2001.
All further business of the Provincial Executive meeting was tabled to
the next meeting being April 28, 2001. It was further suggested that the
meeting also proceed on the 27th of April.
Constitutional Resolutions are due by June 27, 2001 and General Resolutions
by September 10, 2001.
The next meeting is scheduled for April 28, 2001.
