Vice Chair, Karl Pedersen, opened meeting at 9:00 a.m. as Lorraine was caught in traffic.

REVIEW OF MINUTES – April 27 & 28 2009:
(1) MOTION:
To accept the minutes of April 27th and 28th, 2009 with corrections made to spelling of names.

GOV AB HEALTH & SAFETY COMMITTEE:

  • Progress, update timelines, and final draft and the process
  • Karl and Randy spent the morning reviewing the new OHS program binder put out by the GOA to make any changes or additions.
  • Karl and Randy came back and recommended we email Tim Hajar and Norm Gratton to make sure to include in the binder the email address, AUPE logo on front cover, and they found the program to be very good and well laid out.
  • Letter for sign off to go to Doug and Public Service Commissioner
  • Funding for Rollout of $4000.00 was passed at PE as AUPE contribution, and Rollout will be June 17/09 time to be determined.
  • Lorraine ask Randy to follow up with Dennis re: letter for front of book with Doug’s signature
  • Next step is Health Care and Education

FLAG: Ensure when Manual received we look for following

  1. Is ohs@aupe.org email set identified to submit committee minutes
  2. Worksite, include Regional Committee – Department is for Department
  3. AUPE Logo and Letter signed by President/PSC
  4. Review if we will accept government mandatory training – within AUPE

REPORTS FROM COUNCILS:

  • Lorraine asked for feedback how many Local Councils have submitted yearly report.
  • Will check with Dennis to see which Councils submit them
  • AUPE OHS Standing committee would like to see reports from Councils, and for them to be put on a Data base for tracking.

DATA BASE, TRACKING, ETC.

  • Lorraine will ensure we keep track of the 33 Locals and which reports we have received as this is outlined in the Constitution.
  • Lorraine advised she spoke with Carl and Ashley and we will need to ensure a Data Base is created to track AUPE OHS Committees, Worksite Committees, OHS Contacts, including who wants to sit on what committees.
  • Karl and Ashley are presently working on the Data Base.

(2) MOTION:
Lorraine ensure OHS mailbox checked daily basis by AUPE AS staff, and ll follow up on data base for tracking by Sector, Local, Chapter all minutes, etc. submitted to HQ’s to ensure OHS Committee has updates at each scheduled meeting.

(3) MOTION:
Lorraine send out a reminder to all Locals to submit their OHS reports to Ashley by the end of July/09 to ohs@aupe.org

  • Lorraine advised Ashley will set up a tracking system for reports coming in and each committee member who represents that sector will review these minutes to find commonalities in Hazards and how they handled. Lorraine to make sure that all locals have their reports submitted by Julne30/09 to ohs@aupe.org as per our constitution.
  • Ask David to put on website reminder all reports to be submitted end of June /09.

UPDATE ON HEALTH CARE OHS:

  • Air quality discussed for Health Sector concern in Meredith’s work area – referred to OHS code part 26 section 327.
  • Meredith to track down who is co-chair at Foothills Hospital for Joint OHS Committee.
  • Lois Larose Chapter 1, Chapter 2 – Lisa Helm Chair, not sure who is OHS member Chapter 3 – Theresa Crabtree as well as Meredith.
  • Local 095 only to have 3 members, Merdith to discuss with Marilyn, Local Chairperson to see if we can get 1 for each chapter appointed, and to report back, and if necessary Dennis/Randy to assist Local 095
  • Changes to Health Care effective June 2009
  • AB gov OHS officers have been trained through session where long term care, acute care, institutions, AADAC will now go into hospital target sites.
  • Dennis will bring further information if required.
  • Ask David C to do press release advising of changes for healthcare.
  • Dennis sites on Strategic Planning group, as well as Brenda Thakur Local 046 on Bio Hazard Group, Joanne Spencer Local 046 general resolutions sub committee and Reg Gardner Local 046 on physical hazard in workplace, abuse, violence.
  • Thanks to Dennis, Brenda, Joanne and Reg for their input into the hospital committees.

CHANGES TO OHS CODE:

  • Dennis and Karl to look into the changes pertaining to the Healthcare Sector and put on Website.
  • OHS Code art 26 Section 327 request overview put on website.

OHS ACTIVISTS LETTER AND PROFILE:

  • Ashley is going to do a PDF document and forms to be sent to all activists on the list. All must be sent back to Ashley to find out how many activist will respond. This will be done this week.

OHSREDUCATION MEETING UPDATE: .

  • Karl and Lynn to organize Pilot of Module 1 with MSO and Committee to attend in June.
  • Dates have been set: Lorraine, Rose, Gerald, Gerry, Karl will be attending in Edmonton at headquarters on June 22nd and 23rd. Ron, Hal, Meredith will be attending in Red Deer on June 24th and 25th.
  • OHS A Level 1 to be implemented education schedule in fall.

BUDGET 2009-2010:

  • It was suggested that the Committee think on having a 3 day Conference.
  • Suggested OHS Conference about 300 members
  • Bring back more ideas to next meeting.

2009 – 2010 WORKPLAN:

  • Discussion was held
  • Draft of work plan discussed
  • Changes made to work plan and Lorraine will make changes for next meeting
  • Copy of final work plan to be attached to Convention and copy to President.

To accept the OHS Work plan 2009-2010 as amended.

POLICIES & PROCEDURES:

  • Committee to review for discussion at next meeting
  • Discipline Policy feedback to be done next meeting for recommendation to Legislative Committee
  • Union Discipline Policy is it really required ?

DAY OF MOURNING EVALUATION OF SEMINAR FEEDBACK

  • Lorraine circulated feedback from Day of Mourning Seminar
  • CC of letter to D. Knight received from Donna Stephenson ,Manager AEI, thanking him for invitation to OHS Day of Mourning…
  • Employer responsibilities and AUPE support, bullying, harassment, violence is happening on all employer worksites and it happens to all AUPE members
  • Information exchange, provided skill tools as resources, recognition
  • Remove the name Course it is more an information seminar workshop and have more often in the year
  • No recommendations on changes in the facilitation of the Seminar
  • Positive feedback and having two presenters covered everyone’s needs.
  • Awesome would like to see more, AUPE must be kept in the highlight in the priority of OHS
  • Our committees must keep on top of Violence and Bullying in the workplace. This may change in how it happens but its something that has to be ongoing to avoid bad things of happening.
  • T-shirts black like one Committee purchased 3 years ago were ordered for the members who attended the seminar
  • Disk – Violence in the Workplace, a letter has been drafted and 35 disc’s ordered at $15.00 each, one for each Chapter
  • Consensus on feedback per questions:
    • Question #1 – Members learned employer responsibilities, as well as AUPE and legislated supports, not isolated to one area.
    • Question # 2 – Information exchange, provided wit skills and tools, resources to recognize, evaluation and control
    • Question # 3 – Tools required: posters, T-shirts Day of Mourning, identify silence as abuse, provision for more workshops.
    • Question # 4 – no recommendation to delete any information
    • Question #5 – Positive/Excellent feedback for facilitators, like fact 2 presenters
    • Question # 6 – Awesome, like to see more workshops on topic, AUPE should be leader
  • Committee consensus issue of Violence in the Workplace should be kept in forefront.
  • Violence, bullying harassment needs to be talked about to keep alive. We need to recognize diversity, how much bullying goes on, keep conscious, members want component/education Duty to Accommodate, Human Rights, etc.
  • Recommend to Membership Services Committee Respect in Workplace name change to better reflect what it is and to put this course on core education course.
  • DEFINITION OF RESPECT IS Respect of self and of others Respect includes: respect for the environment, respect for other people’s privacy, their physical space and belongings; and respect for different viewpoints, philosophies, religion, gender, lifestyle, ethnic origin, physical ability, beliefs and personalities.

FORT SASK. UPDATE:

  • Randy advised Ft. Sask issues are being handled
  • A Hazard Assessment has been completed with staff input
  • Dennis advised an officer is now in the medical unit for safety, security cameras for blind spots installed, whole new radio system
  • Outstanding issues still happening, however Randy advised moving in right direction
  • Joy Craig, from Sol Gen. has great understanding of COR as she came from SRD who has COR and has been good assistance to Dennis/Randy and our members.
  • Suggested Lorraine send thank you to Mike Tholnaer, Executive Director, Joy and Cathy for working together with cc Hal, Dennis and Cec Cardinal.
  • Job well done!
  • Equipment belts were also issue raised by members when Lorraine toured jails. Dennis and Hal advised this would go to the Sol Gen Provincial Committee

CONVENTION RESOLUTIONS:

RESOLUTION # 1
WHEREAS Occupational Health and Safety is a priority of AUPE AND WHEREAS ARTICE 15 (e) (v) states: review and spearhead occupational health and safety legislation and regulations and lobby for positive change AND WHEREAS THE Occupational health and Safety Code give authority to the regulations THEREFORE BE IT RESOLVED ARTICLE 15 (e) (v) be amended to include the words “adopted codes” after the word “legislation” (WORD COUNT 65)

To submit Resolution # 1 to the 2009 AUPE Convention

RESOLUTION # 2
WHEREAS Occupational Health and Safety is a priority and should be contained in all AUPE collective agreements AND WHEREAS some but not all AUPE collective Agreements have a clause on Occupational Health and Safety AND
WHEREAS AUPE collective agreements should have consistency in wording THEREFORE BE IT RESOLVED AUPE Occupational Health and Safety Standing Committee develop and provide a template for consistent wording on occupational health and safety to all Locals Bargaining Committees AND FURTHER BE IT RESOLVED all Bargaining Units be encouraged to incorporate standardized wording into their collective agreements to strengthen the Occupational Health and Safety element in all AUPE Collective Agreements. (WORD COUNT 104)

To forward Resolution # 2 to AUPE 2009 Convention

RESOLUTION # 3
WHEREAS AUPE membership continues to increased and has now reached 74,000 members AND WHEREAS article 15:07 states Standing Committees shall have no more than nine (9) members AND WHEREAS with the increasing numbers of members and more members expressing interest in working on committees THEREFORE BE IT RESOLVED ARTICLE 15:07 be amended to read: ”shall have no more than 12 (twelve) members including the chair. (WORD COUNT 107)

To forward Resolution #3 to AUPE 2009 Convention

AUPE/OHS BOOKMARK:

  • Lorraine presented an OHS bookmark used by some AEI areas for committee to review
  • Bookmark: was well received by the committee and have agreed to 1000 copies printed and laminated to be put in Convention kits.

To have printed and laminated 1000 bookmarks double sided for distribution at Convention 2009

  • Poster suggestions: Ostrich – head in sand ..Does the “O” in Your Occupational Health and Safety Program stand for “Ostrich”
  • 4 Monkey – Say ay evil, hear no evil ,do no evil, OHS Bullying, Harassment
  • Stay in Bed., Don’t Spread it…Bed it Don’s Spread it… Dennis advised this poster was being worked on, however felt it could be viewed as Union encouraging members to book off sick.
  • Committee saw poster and liked it, but would like wording changes.
  • Lorraine to follow up with communications for some new posters.
