Bargaining Update: Wednesday, Dec. 15, 2004

Regional GSS bargaining encounters serious hurdle

EDMONTON — In bargaining that took place Dec 13-15, negotiators for the Alberta Union of Provincial Employees and the Aspen, East Central, David Thompson, and Peace Country Health Regions were unable to reach an agreement on major issues of importance to GSS employees of these regions.

AUPE and the regions are negotiating a new region-wide collective agreement as required under Bill 27 for all of the approximately 5,000 GSS employees who work for the four health regions.

The new region-wide collective agreement will replace 13 agreements currently in force.

Unfortunately, the employer tabled proposals on Dec 14 that, if accepted, would result in benefit or entitlement losses for all 5,000 members.

The following agreement articles, with the affected current contract in parenthesis would be impacted by employer proposals to reduce employee benefits and entitlements:

Article 14 — Hours of Work ( all collective agreements)
Article 15 — Overtime (all collective agreements)
Article 16 — Salaries (all collective agreements)
Article 19 — Shift Differential (all collective agreements)
Article 20 — Weekend Differential (all collective agreements)
Article 22 — On Call Duty (Mental Health)
Article 25 — Named Holidays (Community)
Article 26 — Vacation (Community)
Article 29 — Employee Benefit Plans (Mental Health)
Article 30 — Leaves of Absence (Community)
Article 39 — Uniforms (Mental Health, Community)

Since the last bargaining dates in September, the Regional GSS Bargaining team has met with the employer representatives for nine days of bargaining, Oct. 19-21, Nov. 3-5 and Dec. 13-15.

Future negotiating dates have been set for Jan. 11-13, 2005, and Feb. 23-25, 2005.
