Bargaining Update: Friday December 17, 2004
Calgary ANC member input needed on hours of work proposals


CALGARY — As the holiday season approached at the end of December, bargaining was continuing between the Alberta Union of Provincial Employees and the Calgary Health Region for a new collective agreement for all of the region’s Auxiliary Nursing Care employees.

One contentious issue in the negotiations for the new region-wide ANC agreement required under Bill 27 has been Article 20, Hours of Work, said AUPE Staff Negotiator Jim Petrie.

The AUPE proposal now on the table is designed to preserve local conditions for those employees now under the current Multi-Employer Auxiliary Nursing Agreement, the AUPE Community Health Agreement, the AUPE agreements affecting the Alberta Mental Health Board and the old Care in the Community Agreement, Petrie said.

By contrast, the employer proposal would:
• Eliminate the selection process for shift rotations now in effect in the Multi Agreement.
• Eliminate optional shift scheduling.
• Eliminate the Multi provision that requires two consecutive days off.
• Eliminate the prohibition on split shifts except where they are contained in specific local conditions.
• Continue the provision under the Care in the Community Agreement of having to take every third Monday or Friday off, thereby reducing hours of full-time work.AUPE needs to hear from members to gauge their reaction to these employer proposals.

Meanwhile, some progress has been seen in other areas of the negotiations in bargaining that took place since the last Bargaining Update was published in September.

Since that update, seven full days of negotiations were held on Oct. 21-22, Nov. 23-24 and Dec. 15-17.

Bargaining Update: Wednesday, December 15, 2004
Regional GSS bargaining encounters serious hurdle

EDMONTON — In bargaining that took place Dec 13-15, negotiators for the Alberta Union of Provincial Employees and the Aspen, East Central, David Thompson, and Peace Country Health Regions were unable to reach an agreement on major issues of importance to GSS employees of these regions.
AUPE and the regions are negotiating a new region-wide collective agreement as required under Bill 27 for all of the approximately 5,000 GSS employees who work for the four health regions.

The new region-wide collective agreement will replace 13 agreements currently in force.

Unfortunately, the employer tabled proposals on Dec 14 that, if accepted, would result in benefit or entitlement losses for all 5,000 members.

The following agreement articles, with the affected current contract in parenthesis would be impacted by employer proposals to reduce employee benefits and entitlements:

Article 14 — Hours of Work ( all collective agreements)
Article 15 — Overtime (all collective agreements)
Article 16 — Salaries (all collective agreements)
Article 19 — Shift Differential (all collective agreements)

Future negotiating dates have been set for Jan. 11-13, 2005, and Feb. 23-25, 2005.

Bargaining Update: Sunday, December 5, 2004
Bargaining for Cap Care GSS wage reopener continues

EDMONTON — Bargaining continues for a wage-reopener agreement between Capital Care Group and AUPE Local 049, representing General Support Service employees.

The AUPE Bargaining Committee — made up of elected representatives of Local 049 Chapters 002, 003, 004 and 006— is seeking a new wage agreement for the year beginning July 1, 2004.

AUPE Staff negotiator Terry Agoto, who leads the union bargaining team, said proposals put forward to the employer include:* Reduction in the number of steps on the pay grid so that employees must go through fewer steps to achieve the top pay rate.

* Market adjustments for several classifications to give employees wage parity with AUPE members working in similar classifications for the Capital Health Region.

* Across-the-board pay increases for all employees in all classifications.

Bargaining committees for both sides have met five times since proposals were initially exchanged on July 21.

Additional bargaining dates are set for Jan. 14 and 17, 2005, and Feb. 1 and 4, 2004.

Agoto said the committee hopes to make further gains for this group as negotiations continue, “although bargaining to date has been quite difficult.”

Bargaining Update: Tuesday, November 9, 2004
Calgary GSS members ratify wage-reopener agreements

CALGARY — General support services employees of the Calgary Health Region have ratified a wage-reopener agreement negotiated by AUPE.

In mail-in ballots counted at AUPE headquarters in Edmonton this morning, members working under all existing collective agreements that included provisions for a wage-reopener ratified the general agreement reached by AUPE and CHR negotiators last fall.

Under the deal, members in most job classifications will receive a retroactive wage increase of three per cent to April 1, 2004. Food services, housekeeping and laundry employees will get a one-per-cent lump sum payment.

The approximately 2,600 members of AUPE Local 095 eligible to take part in the ratification vote were employees who had been members of a variety of work units before the Bill 27 runoff votes in the fall of 2003.

In addition to CHR units long represented by AUPE, employees from former CUPE Rural, HSAA Rural and AUPE Community Health units were eligible to vote.

These wage-reopener pay increases are not part of the ongoing Bill 27 negotiations for a Receiving Agreement for all members of the new Calgary GSS bargaining unit that was formed as a result of the legislation and the runoff votes.

Receiving Agreement negotiations continue on a parallel track, with issues such as hours of work, sick leave, vacation, benefits within the Mental Health agreement, multiple positions, and layoff and recall still unresolved.

Additional Receiving Agreement negotiations are scheduled to take place on Dec. 7-9, 2004, Jan. 6-7, 2005, Feb. 1-3, 2005, and Feb. 15-17, 2005.

Bargaining Update: Thursday, October 21, 2004
New Capital Health Region GSS raates to be on Nov.5 paycheques

EDMONTON — General Support Service employees’ lump-sum payments and new rates will be paid on Nov. 5 paycheques, the Capital Health region has advised AUPE.

In response to an AUPE query, the Edmonton-based health region also said retroactive payments will be on the employees’ Dec. 3 paycheques.

Ballots counted on Sept. 20 showed that the AUPE members had overwhelmingly ratified eight separate wage settlements in voting that took place over the previous three weeks.

The ballots counted Sept. 20 marked the final step in wrapping up the general support employees’ current collective agreements with Capital Health before AUPE negotiates a single new region-wide agreement covering more than 4,000 members.

Workers in most classifications will receive pay increases of three per cent for the period from April 1, 2004, until March 31, 2005, said AUPE Staff Negotiator Greg Maruca.

One agreement runs from April 1, 2003, to March 31, 2005, with pay increases of three per cent in each year.

All the employees involved are now members of AUPE Local 054, which currently has 11 collective agreements with the Capital Health Region. Wage settlements in the other three agreements were ratified by members in April.

With the final wage settlements in the 11 existing agreements now ratified, AUPE will now concentrate on negotiating a new region-wide agreement for all Capital Health general support workers that merges the 11 agreements into one, Maruca explained.

The new region-wide agreement is required under Bill 27, legislation passed in the spring of 2003 that consolidates bargaining units in all Alberta health regions, he said.

However, Maruca said, the wage settlements were not technically part of the Bill 27 process.

AUPE is negotiating region-wide agreements for general support employees in six of nine Alberta health regions.

The union is also negotiating region-wide agreements for auxiliary nursing care employees in all nine regions.

In all, more than 20,000 health region employees will come under the agreements between AUPE and the regions in which they work.

Bargaining Update: Wednesday, June 9, 2004
GSBC Conference set for AUPE Edmonton headquarters, June 24 and 25

EDMONTON - The Government Service Bargaining Committee (GSBC) Conference will be held at AUPE Headquarters in West Edmonton on June 24 and 25.

An agenda for the important meeting of GSBC members and members of government service locals' bargaining committees has now been set, said Staff Negotiator Jim Petrie, who will lead the union bargaining team in this important round of negotiations.

"We will deal first with such issues as the question of a single table versus multiple tables, then move on to hearing an economic update and discussing development of a communications plan for bargaining," Petrie said.

"Later on, we will focus on the specific positions that members want us to take at the bargaining table," he said.

"There will also be discussions on the Point Rating Evaluation Plan and how it affects direct employees of the Alberta government.

The important bargaining conference is open to members of the GSBC and members and alternates from the bargaining committees of the nine AUPE locals that represent about 20,000 direct employees of the Alberta provincial government.

Registration for the conference will commence at 8:30 a.m. on June 24 at AUPE headquarters in Edmonton, and the conference will continue from 9 a.m. to 4:30 p.m. that day and from 9 a.m. to 4 p.m. on Friday, June 25.

AUPE headquarters is located at 10451 - 170th Street NW in Edmonton.

A key challenge for participants will be to find ways to fully involve AUPE members in the effort to win significant gains for government employees in the largest single collective agreement in Alberta.

AUPE locals are encouraged to send as many bargaining committee members and alternates as possible.

AUPE headquarters will pay for five elected bargaining committee members or alternates from each local to attend the conference. Additional participants must be paid at the expense of their local.

The conference registrar is Renee Shaw, who can be contacted at 930-3404 in Edmonton on AUPE's province-wide toll-free line, 1-800-232-7284.

Registration forms must be returned to Ms Shaw no later than Friday, June 18, 2004.

The bargaining conference is a key part of the process of hammering out AUPE's positions for the extremely important round of negotiations.

The current collective agreement with the government is set to expire on Aug. 31, 2004. Formal bargaining between AUPE and Government of Alberta representatives is expected to commence during the summer months.

Bargaining Update: Tuesday, April 20, 2004
Mediator sought in Venta bargaining

EDMONTON - While progress has been made at the bargaining table dealing with non-monetary matters, members of the AUPE Local 047/022 bargaining committee have requested the assistance of a provincially appointed mediator to help resolve an impasse over monetary issues.

Negotiators for AUPE and Venta Nursing Home Ltd. met most recently on March 31 and April 12, but no progress was made toward resolving the two sides' differences over the outstanding monetary issues, said Staff Negotiator Terry Agoto.

"Both sides remain very far apart," Agoto said. "We concluded that we need the help of a provincial mediator to bring these negotiations to a fair conclusion that is acceptable to all parties."

AUPE and Venta representatives exchanged proposals on Sept. 30 and have met 12 times since then, signing off all non-monetary items except one since the initial meeting, said Agoto, who leads the bargaining committee.

The signed-off articles are considered by the bargaining committee to be a significant improvement over the articles in their previous agreement, which had been negotiated by the Christian Labour Association of Canada (CLAC), Agoto noted

However, he said, the employer still needs to agree to a reasonable and fair increase in compensation for employees that reflects wages being paid continuing-care workers doing similar work for other employers in Alberta.

"It's time to get to conclude these negotiations with an agreement we can all live with," Agoto said. "We're very hopeful that a provincially appointed mediator can help us come to an agreement."

Bargaining positions taken by the committee are based on surveys of the membership at Venta that were conducted last fall.

AUPE represents approximately 50 Venta employees, who voted to join the union in June 2003.

Bargaining Update: Feb. 19, 2004
Some progress seen in Venta bargaining

EDMONTON - While progress is being made at the bargaining table, members of the AUPE Local 047/022 bargaining committee are disappointed by the number of dates their employer has agreed to set aside for additional negotiations.

Negotiations between AUPE and Venta Nursing Home Ltd. in Edmonton could be more quickly brought to a conclusion if additional dates were scheduled, said AUPE Staff Negotiator Terry Agoto, who leads the bargaining committee.

Union and employer representatives exchanged proposals on Sept. 30 and have met 10 times since then, signing off all non-monetary items except one since the initial meeting, said Agoto, a Union Representative.

The signed-off articles are considered by the bargaining committee to be a huge improvement over the articles in their previous agreement, which had been negotiated by the Christian Labour Association of Canada (CLAC), Agoto said.

However, he added, the employer has not agreed to additional bargaining dates until April 27 and 28, with five more days tentatively scheduled for late May, late June and mid-July.

"It's time to get on with it," Agoto said. "The committee has been working hard at the table and we're anxious now to get down to business and deal with the key monetary items left on the agenda."

The bargaining positions taken by the committee are based on surveys of the membership conducted last fall.
AUPE represents approximately 50 Venta employees, who voted to leave CLAC and join AUPE in June 2003.
